Aside from that, until we know more, the main objectives for the moment are evacuating as many humans and civilians as possible in advance of the planned events, and finding shelter for them until the areas are cleared again.
I'm in the process of contacting any potential allies who could lend manpower either to those efforts or in the event that fighting does break out. We need closer coordination on this than we've had in the past.

As for the hospital, while I doubt there's a way to keep people from fleeing there entirely, we'll need to work on making it known in Vandare that the hospital is marked as a target. Does anyone have solid local connections there? Links with local government would be ideal. I know Vandare isn't all that welcoming over all, but if we have a couple of human voices it might go further than trying to convince people ourselves.

Two of my subordinates have a large residence in the Bavan area, and have volunteered it as a shelter if it's not affected. Hawke has also volunteered her castle, in the West of Lager Woods, and I can vouch for her trustworthiness as far as this matter is concerned. It seems likely that the clinic at Lake Dala will take people in as well, though I haven't spoken with them, and with the size of their staff, I'm not sure how much beyond simple shelter they'll be able to offer most people if anything on a large scale occurs.
