Local government hasn't showed any signs of willingness to cooperate with us for a long time, though, so it's best not to place too many bets on them.

Two of my subordinates have a large residence in the Bavan area, and have volunteered it as a shelter if it's not affected. Hawke has also volunteered her castle, in the West of Lager Woods, and I can vouch for her trustworthiness as far as this matter is concerned. It seems likely that the clinic at Lake Dala will take people in as well, though I haven't spoken with them, and with the size of their staff, I'm not sure how much beyond simple shelter they'll be able to offer most people if anything on a large scale occurs.
