Local government hasn't showed any signs of willingness to cooperate with us for a long time, though, so it's best not to place too many bets on them.
I'll have to look more closely into who's been living there, and what kind of ties they might have made. Unfortunately, the majority of my own contacts are based in Bavan.

Two of my subordinates have a large residence in the Bavan area, and have volunteered it as a shelter if it's not affected. Hawke has also volunteered her castle, in the West of Lager Woods, and I can vouch for her trustworthiness as far as this matter is concerned. It seems likely that the clinic at Lake Dala will take people in as well, though I haven't spoken with them, and with the size of their staff, I'm not sure how much beyond simple shelter they'll be able to offer most people if anything on a large scale occurs.
